Cautionary Notes for Advance Cargo Information for China Customs (As of 26DEC)

Recently, the requirement to submit advance information on cargo arriving in China has been tightened, and there have been incidents of fines imposed by Chinese Customs for failure to submit the required information (including additional items of Dangerous Goods).
Once again, we would appreciate your understanding and cooperation in making appropriate declarations and providing appropriate advance information.
1. Applicable Cargo
All cargoes to China Mainland (1) and;
All cargo treated as Dangerous Goods under the IATA Dangerous Goods Regulations, regardless of whether a Dangerous Goods Declaration is submitted bound for China Mainland (2).
* For Dangerous Goods: ELI/ELM (labeled) and ICE are applicable; REQ is NOT applicable.
2. Required Items
(1) All cargoes to China Mainland * Including below Dangerous Goods (2)
Please provide all the following items below on Master AWB or House AWB.
(a) Address of Shipper
(b) Address of Consignee
(c) Telephone Number / FAX Number of Shipper
(d) Telephone Number / FAX Number of Consignee (Available Numbers in China)
(e) Telephone Number / FAX Number of Notify Party (If Notify Party is present)
(2) All cargo treated as Dangerous Goods under the IATA Dangerous Goods Regulations, regardless of whether a Dangerous Goods Declaration is submitted bound for China Mainland. (REQ not applicable)
Please provide all the following items below on Master AWB or House AWB in addition to (1) above.
(f) Name of Consignee's Dangerous Goods Representative
(g) Telephone Number of Consignee's Dangerous Goods Representative (Available Numbers in China)
(h) Dangerous Goods UN/ID Number
*1 Please refer to Attachment 1 "China Customs - Cargo Advance Information Required Items Sending and Submission Method (Rev.2)" for examples of how to submit the FWB/FHL and paper MAWB/HAWB.
*2 The company code of the Shipper / Consignee / Notify Party and the Specific Contact Person name and contact information for the Consignee are still not required. (For all cargo treated as Dangerous Goods under the IATA Dangerous Goods Regulations, regardless of whether a Dangerous Goods Declaration is submitted bound for China Mainland (2), (f) through (h) are required.)
3. Inappropriate Prior Information and Fines
Currently, we are experiencing incidents where we have been fined by China Customs for inappropriate prior information. Please note the following examples of incomplete consignee information submitted by shippers. If the customs authorities impose penalties, such as a fine, on us for cargo brought to us after the following effective date, please be advised that, upon clarification of the circumstances and cause, if the customer is found to be at fault, such as inappropriate information provided by the customer, we may file a claim against the customer in accordance with the Convention and the Conditions of Carriage.

Friday 26 December 2022 (From the time of acceptance at our airport on this day.)
・ Applicable Chinese Laws:

中華人民共和國海關行政處罰實施條例 第二十二条 (四)
・ Fine Amount:
Less than 50,000 Chinese People's Yuan
・ Inappropriate Examples:
1. No Telephone Number / FAX Number of Consignee (d).

2. Consignee Telephone Number (d) is incomplete (misspelled or unnecessary characters, etc.).
< e.g.,1 eSPICA > * Examples on FWB and master AWB are omitted.
* In the case of FWB/FHL, there are cases in which unnecessary symbols etc. are mixed in, resulting in transmission failure. After submitting, please check to make sure that FNA has not been received, or otherwise confirm the status of your transmission.
3. For Dangerous Goods in (2) above, no Name (f) and Telephone Number (g) of Consignee's Dangerous Goods Representative.
* In the case of Dangerous Goods (2), those items are required in addition to the Consignee's information (b) and (d).
